Expert Authority
ELI5
When society shifts from trusting bossy leaders to trusting experts, the "experts in charge" setup actually ends up being a sneakier form of control — and it leaves people who want change without anything exciting to rally around, while conservatives get to have all the fun of both breaking rules and following their own leader.
Definition
Expert Authority names the structural figure that emerges when the Discourse of the University displaces the Discourse of the Master as the dominant social bond under capitalism. Where the master's authority was grounded in a bare S1 — a command-signifier that did not justify itself — expert authority grounds itself in S2: it claims legitimacy through the possession and deployment of knowledge. The expert does not simply command; the expert knows, and it is the knowing that authorises the command. Crucially, McGowan's theoretical move (across both occurrences) insists that this shift is not a liberalisation or democratisation of authority. Knowledge, which once belonged to the "slave's side" and functioned as a potential weapon of subversion against the master, is now seized by the commanding position itself. S2 rotating into the agent-slot of the University discourse means that the very resource that formerly could challenge mastery is now what mastery wields. The subject who appeals to knowledge to contest power finds that power has already incorporated knowledge as its primary instrument of subjection.
The political consequence McGowan draws is stark: expert authority structurally monopolises enjoyment for the conservative side of the political field. Under the Master's discourse, transgression (enjoyed by the rebellious subject) and obedience (enjoyed by the dutiful subject) were distributed across competing positions. Under expert authority, the contemporary master-figure — now embodied in populist conservatism rather than explicit mastery — captures both modes of jouissance simultaneously: the transgressive enjoyment of defying elite expertise and the obedient enjoyment of loyalty to a leader. Emancipatory politics, left holding only knowledge, can offer jouissance only to experts and those who identify with them — a narrow and structurally unstable base. This is why expert authority tips the political balance toward conservatism as a libidinal-structural fact, not merely a contingent historical accident.
Place in the corpus
Expert Authority is elaborated exclusively in enjoying-what-we-don-t-have-th-todd-mcgowan, on pages 184 and 192, and functions as McGowan's central political-diagnostic application of the Lacanian Four Discourses framework — specifically the transition from the Discourse of the Master to the Discourse of the University. It is an extension and specification of the University Discourse concept: where Lacan identifies the structural matheme (S2 in the agent position, S1 hidden as truth, objet a as the other, $ as product), McGowan names the socio-political figure that inhabits that structure — the expert — and tracks what that figure does to the terrain of jouissance and Ideology. The concept thus sits at the intersection of Knowledge (S2's structural promotion to authority), Jouissance (whose distribution across the political field is reorganised by this promotion), Master Signifier (S1's concealment as the hidden truth behind expert neutrality), and Surplus-jouissance (the enjoyment that political actors and their subjects can access or are blocked from accessing).
In relation to the cross-referenced canonicals: Expert Authority is a specification of the Discourse of the University that adds a libidinal-political dimension absent from the purely structural Lacanian account. It extends the analysis of Ideology by showing how the University discourse's "neutralising, consequence-suppressing function" (per the University Discourse synthesis) becomes an ideological operation with concrete partisan effects — not just epistemic distortion but a redistribution of enjoyment. It also complicates the Jouissance synthesis's claim that the superego's command "Enjoy!" is a general modern condition: McGowan's point is that under expert authority, the command to enjoy is structurally unequally distributed, with conservatism capturing the surplus and emancipatory politics left enjoying only the cold satisfaction of being correct.
Key formulations
Enjoying What We Don't Have: The Political Project of Psychoanalysis (p.192)
the rise of expert authority tips the balance toward conservatism. Now both modes of enjoying — enjoying transgression and enjoying obedience — become the exclusive province of conservatism.
The quote is theoretically loaded because it maps the structural positions of the Discourse of the University directly onto a libidinal economy of political enjoyment: "both modes of enjoying" names the two fundamental forms of jouissance available within any social bond (transgressive and obedient), and the claim that they become the "exclusive province of conservatism" articulates why the University discourse's promotion of knowledge to authority is not politically neutral but constitutively skews surplus-jouissance toward one pole of the political field.

I > Against Knowledge > Rule by Experts
Theoretical move: The passage argues that the historical shift from master authority to expert authority under capitalism transforms knowledge from a liberating force into a mechanism of subjection, and that this shift demands a political program oriented around enjoyment rather than knowledge, since the knowledge that once subverted mastery is now the very weapon the expert wields against subjects.
The emergence of the expert as the figure of authority fundamentally changes the political terrain, and our political thinking must adjust to this transformation.

I > Against Knowledge > An Oxymoronic Populism
Theoretical move: The rise of expert authority (university discourse) structurally tips the balance of political enjoyment toward conservative populism, because the contemporary master-figure monopolises both modes of enjoyment — transgression and obedience — leaving emancipatory politics with only knowledge, which yields enjoyment only for experts and their identifiers.
